A digital image of the flag of El Callao and information can be seen on Facebook. It was designed by Prof. Félix Saggio Mollano. The date of municipalization is December 7, 1991. If the English Wikipedia page is correct, then the flag and coat of arms were adopted in the same year or 1992. Symbolism of the flag is as follows:
Green - Splendor, natural exuberance, life, birth, and rebirth in the beautiful valley. It also represents where this most picturesque and bucolic town is located, full of magic and golden glow.
Black - The darkness and pride of the most numerous race which inhabited the town of El Callao. It also represents the "Medio Pinto" people and Minasoro F.C. Gold - Richness, the golden metal which can be found in the subsoil, guarded and in the custody of the mother Gaia. The miner in a cunning and determined manner breaks into her domains in search of such a precious treasure in his endeavor, even willing to give up his life for it; that is reclaimed by Mother Nature.
On the upper left of the flag is the municipal coat of arms. In the center (or rather, off-center) of the flag is what I presume to be two hands holding a gold pan with a golden glow extending into the yellow of the flag. I'm not sure if the emblem is supposed to be off-centered, but the other details of the flag do appear to be exactly the
same as in this photo of the flag with the mayor.

Clearly, the coat of arms is inspired by the national one. It was designed by Engineer Artemio Vera. Above the shield are two cornucopias. Below is a small ribbon holding two stalks together, one of corn and the other I am unsure of.
Below this small ribbon is a bigger ribbon in the national colors with the date of El Callao's municipalization in the center, 7 December 1991. Crossed, behind the coat of arms is a shovel and pick, representative of mining. The shield also appears to be in the colors of the national flag intentionally.
On the yellow quadrant is a derrick with a Venezuelan flag planted on it, the sun, a bar of gold, a gold pan, a shovel, a rod, and a pick, symbols of mining. On the blue quadrant is a man kicking a soccer ball with a soccer ball overlaid on the scene, a reminder of Minasoro F.C. In the red quadrant is four figures, a "Medio Pinto" man, a "madama", a devil, and finally a miner.
The first three are prominently exhibited in the Carnival of El Callao, which runs from January to March. These figures sit above a yellow map of El Callao with the boundaries of its communities.
